TCBL submits pledges to the EU Textiles Ecosystem Platform

Two commitments, one direction: alternative transition pathways for European textiles.

TCBL has been following the work of the EU Textiles Ecosystem Platform for some time, keeping track of its resources, its community and the commitments taken there by other actors of the sector. That attention has now turned into a contribution: invited by the team supporting the European Commission in managing the Platform, both the TCBL Association and CEDECS-TCBL have submitted their pledges to its stakeholder pledge programme.

The Platform, managed under DG GROW, is the free digital hub for everyone involved in the transition pathway of the European textile ecosystem. Alongside centralised information, networking and knowledge exchange, one of its core functions is to collect and showcase pledges: concrete, measurable commitments that stakeholders make towards a greener, more digital and more resilient ecosystem. Each pledge must include a description of the action, at least one measurable indicator and a target date. Once confirmed, pledges are published in the Platform's pledges section and included in the forthcoming third Report on Stakeholder Pledges.

The two pledges were formulated to express what the organisations actually do — and what they intend to be held accountable for. They are not statements of intent in the abstract: each one names the community it mobilises, the indicator against which it can be measured, and the date by which it should be met.

Pledge 1 — TCBL Association: developing T&C transition pathways

The TCBL Association pledges to lead a network of innovation labs, micro-enterprises and social enterprises in developing and implementing alternative transition pathways — circular, bio-based, local and socially sustainable — for Europe's textile and clothing sector by 2030.

As a value-based community, the Association will mobilise and coordinate its labs, micro-firms and social enterprises to co-develop and pilot these pathways, built on bio-sourced or waste-derived materials, circular design, and (re)localised, shorter supply chains. By offering a low-risk environment for business-model innovation, the aim is to demonstrate replicable, regenerative alternatives to fossil-derived, long-supply-chain production.

  • Indicator: 100+ labs, micro-firms and social enterprises actively engaged, and the number of alternative pathways developed and piloted.
  • Target date: 2030, with interim milestones.

Pledge 2 — CEDECS-TCBL: supporting value chain actors in building their transition strategies

CEDECS-TCBL pledges to engage (M)SMEs, universities and VET providers, connecting them with innovative transition strategies and helping them integrate circular or regenerative models into their practices.

Drawing on its multinational team of experts and its portfolio of EU projects — including TechStyle, ALADIN, FABRIX, Green Fashion Start Up, HEREWEAR, VETRINE and TEXREV — CEDECS-TCBL will work with SMEs, universities, VET centres and other stakeholders, supporting them through consultancy, R&D road-mapping and training to embed practice-based models into their production, design and business development. The commitment is explicitly to inclusive and fair innovation, in line with TCBL values.

  • Indicator: 30+ SMEs and 6+ universities/VET providers involved in innovative transition strategies and practices.
  • Target date: 2027.

Why it matters

The two pledges are deliberately complementary. One works at the level of the community and the pathways themselves; the other at the level of the individual organisations that have to walk them. Together they restate a position TCBL has held from the beginning: that the transition of the textile and clothing sector will not be carried only by large players, and that labs, micro-firms, social enterprises and VET providers are not a marginal footnote to it but a viable route through it.

Publishing these commitments on the Platform puts them alongside those of other European stakeholders — where they can be compared, checked against their indicators, and, ideally, borrowed.

A pledge is a promise made on behalf of a community

Neither pledge is something an association can deliver on its own. The figures committed to — the labs, the micro-firms, the SMEs, the universities and VET providers — are people and organisations, and they only become real if those organisations take part. The proposition is therefore a reciprocal one. TCBL and CEDECS-TCBL are in a position to offer support: consultancy, R&D road-mapping, training, project partnerships and access to a European network. What is asked in return is participation — attendance at meetings, challenges brought to the table, ideas proposed and tested with the community.

The exchange works in both directions. What emerges from the labs and the workshops does not stay there: it informs how the transition is described to the European Commission, and what the Platform shows to the rest of the ecosystem. It is a route for the reality of small and medium actors to travel from the bottom up to where sector policy is shaped. The more voices in the room, the more accurate that account becomes.
